In some states and areas the transmission is a totally separate company from distribution that only does transmission. Transmission for us is higher than 69 KV and local EE's do distribution and high voltage distribution-33 & 69 KV. Another big thing with electric lines is checking that the phases are far enough apart that they won't slap into each other in wind or with ice. A director I know started as a civil in transmission.
